为加强进出境转基因产品检验检疫管理，保障人体健康和动植物、微生物安全，保护生态环境，根据《中华人民共和国进出口商品检验法》《中华人民共和国食品安全法》《中华人民共和国进出境动植物检疫法》及其实施条例、《农业转基因生物安全管理条例》等法律法规的规定，制定本办法。本办法适用于对通过各种方式（包括贸易、来料加工、邮寄、携带、生产、代繁、科研、交换、展览、援助、赠送以及其他方式）进出境的转基因产品的检验检疫。
